SEEC Institute Welcomes Matt Bolden as Managing Director of Policy and Research
Washington, D.C. – October 5, 2026
Today, the Sustainable Energy and Environment Coalition (SEEC) Institute announced that Matt Bolden will join the team as Managing Director of Policy and Research.
SEEC Institute convenes Congress, leading climate and environmental advocates, the private sector, and other experts to facilitate more formal and regular connections between interested parties and stakeholders to secure the biggest climate and clean energy solutions possible.
Drawing on his experience in government, advocacy, and finance, Matt will lead SEEC Institute’s domestic policy and research initiatives.
“Matt understands how environmental policy gets made and how to bring together people with different priorities around practical solutions,” said Max Frankel, Executive Director of SEEC Institute. “That’s at the heart of how SEEC Institute works, and it’s been central to efforts like the Thriving Economy Project. As we build on that foundation, Matt’s experience will make our team stronger and let us grow into new areas of work.”
Prior to joining SEEC Institute, Matt was the Associate Director of Policy and Strategic Engagement at the University of Chicago’s Institute for Climate and Sustainable Growth. There he worked to bridge the gap between the policymaking community and the academics leading cutting-edge research. Before that, Matt served as a Senior Climate Policy Advisor for the Senate Committee on Environment and Public Works (EPW) where he covered industrial decarbonization and market-based climate policies for the committee and its Ranking Member, Senator Sheldon Whitehouse (D-RI). He also served under Chairman Whitehouse at the Senate Budget Committee, where he led several hearings on the economic costs and financial risks imposed by climate change.
Previously, Matt was the Chief of Staff and Director of Policy and Government Relations at the Climate Leadership Council where he worked with a coalition of environmental organizations and companies to build bipartisan support for climate action. He started his career as a financial analyst at SURF Capital, where he underwrote investments in green tech, real estate, and community development projects.
Matt earned a BA in Environmental Studies with a minor in Physical Sciences from Yale-NUS College: an international liberal arts college established jointly by Yale University and the National University of Singapore. He was born and raised in Oregon.
