SEEC Institute Releases New Research: The Next Frontier of Tax Policy – Solutions for a Clean Economy

Today, the Sustainable Energy and Environment Coalition Institute (SEEC Institute) released a new research publication, The Next Frontier of Tax Policy: Solutions for a Clean Economy. Prepared by David Gardiner & Associates and authored by Anna Dixon, Allison Fabrizio, David Gardiner, and Emily Kent, the report provides a roadmap for leveraging tax policy to help to lower energy costs, encourage U.S. manufacturing and job growth, and improve U.S. energy security, independence, and resilience.
“These tax policy proposals would help every sector of our economy grow, while cutting household energy costs and increasing national security with American clean energy. Our report offers realistic climate tax policy solutions to expand opportunity in the agriculture and forestry, buildings, electricity, industrial, and transportation sectors and the economy at large. We hope they provide a basis for Congress to enact bipartisan, common sense clean energy policy,” stated Emily Kent, the report’s lead author.
This paper provides an alternative vision from the one passed by the U.S. House of Representatives in H.R. 1 on May 22, 2025, which functionally repealed the suite of clean energy tax credits that were created or expanded on in the Inflation Reduction Act (IRA). Multiple analyses have already shown how harmful such repeal would be for both the economy and the environment and for our ability to combat climate change.
Now more than ever, American families need a reliable, strong economy. By building on the historic investments of the IRA and the successes of the clean energy economy, the report underscores the opportunity that targeted, effective tax policies represent to create and sustain both long term economic growth and a healthy planet. It identifies ten key tax policy solutions designed to boost job creation, enhance economic resilience, and maximize greenhouse gas emissions reductions.

Through extensive research and expert interviews, The Next Frontier of Tax Policy prioritizes solutions that are fiscally responsible and capable of delivering tangible benefits, including lower household energy costs, improved public health, and increased investment in American industries. The report highlights opportunities across multiple sectors and presents practical recommendations to guide lawmakers in the 119th Congress as they consider tax policy reforms.
